Within Colorado, “Industrial Hemp” is a plant of the genus Cannabis and any part of the plant, whether growing or not, with a delta-9 tetrahydrocannabinol (THC) concentration of no more than 0.3% on a dry weight basis.  Cannabis with a THC concentration above 0.3% is considered to be “Marijuana.”

Our Industrial Hemp Compliance Program explores this and other pertinent regulatory aspects for the Industrial Hemp grower.    The training includes a history of Industrial Hemp within Colorado, a review of current Colorado Industrial Hemp regulations, and the development of a written Industrial Hemp Compliance Program that focuses on Industry Best Practices.

It is important to understand that the 0.3% threshold was established to promote the greatest economic impact by allowing Industrial Hemp and Industrial Hemp Products to be shipped across state and international borders.  The limit was not established based upon human thresholds of “getting high.”

The program explores the rationale behind the 0.3% threshold, state inspection and sampling protocols to ensure compliance with it, the Colorado Department of Agriculture (CDA’s) ability to waive civil penalties associated with test results above the threshold, and the introduction of an Industrial Hemp Certified Seed program as a long-term and cost-effective solution to sampling and inspection.  The goal of the Industrial Hemp Certified Seed Program is to ensure the production of quality Industrial Hemp with THC concentrations below the 0.3% THC threshold, in mature plants, across the many geographic regions of the state.
